Try to set the dvar cl_noForumAvatars to 1.

FYI an alternative to using an empty mod would be to enable use_localStats.

Most likely you either have a VPN enabled or your ISP does not separate private and commercial IP ranges and thus your IP is falsely flagged as VPN.

IIRIC Plutonium versions before the BO2 refactor don't check the validity of fast files; I had a few issues with unsigned fast files myself when the update dropped.

Sounds like your internet is not behaving well and the client fails to save your stats on the master server. You can set use_localStats to true and force the game to save the stats on your computer instead.

Which version are you running? Usually you just have to run plutonium.exe to update / launch the game.
