The little bits you posted look good, since port-forwarding is interacting with your ISP's provided hardware its different for everyone.

You can try to change your DNS to use Cloudflare's (1.1.1.1) or try CloudFlare WARP.
Most likely it's your ISP causing issues.

Make sure you also do have BO2 MP installed on Steam, otherwise Hadi77KSA guide is a very good starting point.

Maximize the external console and screenshot it.

Afaik all know causes beside bad internet are patched.
You can try and rise an issue with our developers on our public issue tracker.

Yes, since those aren't installed through Steam.

Since you have to ask where you have to put them its clear you pirated them, which we can't support.

While not impossible its probably much simpler to just run the game and server on the same machine.

No support for pirates, not sure why you though you are special.

We don't moderate what happens on game servers, that's an issue for whomever is hosting the server.
