You can't.

Make sure your monitor is connected over a cable that actually supports 240Hz, the game will only show whats reported by Windows.

Take a look at SourcePawn it is actively developed and used by SourceMod which is a Source Engine mod.

Lua or SourcePawn would be decent alternatives.
