it seems to have resolved itself now, lobby's are not crashing anymore

"UnlockAll" in the console, open the console using ~ key.

I’ve had the same problem and I found the solution to simply put your audio output on your pc to the pc’s native speakers. It makes no sense, but now my TV plays sound (with HDMI connected from my laptop)

Edit: The loading screens will still play on the laptops native speakers, but the actual gameplay audio will play on the TV. Really wierd i know, but hey, it works

Yes, in graphics settings put everything to automatic, lock the fps to 60 and FOV to 65, and turn ON the shader warming. Just like how it would be on the PS3 or XBox 360 coz it was built for that engine, this wont completely fix the issue but it reduce lag alot

You might not have modified the game's FPS limit

So apparently the problem comes from the missing file en_plutonium_ui.ff. Do you know were could I find it please?

Thanks, man! I was about to give up on the game, but disabling the second monitor did the trick for me.

Thats something you never ever should do.
If you run into any issues or got your PC infected that's most likely why.
