Make sure you're not on LAN mode. Try restarting your router, making sure no 3rd party firewalls are blocking Pluto, hitting refresh a couple of times, resetting filters.

@Dss0 The game launched one time after I did this, then the same error kept coming up again. What I had to do is go to every process (Launcher, Bootstrapper, bo2 MP) and in properties tick run as administrator. Now it works fine

@Sebinhoo install directx from the redist folder in your game folder (redist/DirectX/DXSETUP.exe).

@TheIronGolem808 I think this option is only available for singleplayer.
