what is your cpu also to note you can also take a look at task manager to see what programs you have running that is also taking up the cpu usage

Then it's not surprising that your CPU is at 100%
BO1 has terrible performance on PC so if you struggle to run BO2 on medium you will need 100% CPU for BO1 in medium. So either keep playing like this or lower your graphics -

ktrooq3 Mate download BO1 on steam and I'll run exactly the same. They are trying to tell you is that BO1 is very unoptimized compared to BO2 and BO3. BO1 requires a decent pc than a low end potato PC for decent frames. Unless you lower all settings with shader warming, etc. There are low end configs you can look into.
