Can BO2 DLC5 maps be brought back by modding?

Just wondering if the cancelled BO2 DLC5 maps(e.g. Nacht, Shi No, Der Riese) could be completed and brought back using modding and that we can just release it in the forums
It would be cool if we could see W@W maps but with BO2 weapons, UI and so on. -
There's no mod tools for BO2 and the only way we have been able to make "custom maps" is by using a base map models and move stuff around with GSC scripts.
You can't make an entire new map with only GSC scripting. Only move certain stuff and block certain stuff off.

Hilol45 Getting base map models is easy, you just can't use it for anything in BO2. It is impossible to load new models or custom maps, which is why every mod here works on an already existing map.

It is fake.
The modified menu is a Plutonium mod, Then he loads into a map, which is on a XDK.
The Plutonium watermark is in the wrong spot and "mod loaded" text doesn't show in-game.
He has already been called out by various people on it.
