Shotty rank and perma perks (HELP PLEASE)

I was trying to actually insert shotgun rank and Perma perks. I saw you have to drag it into the user folder. The problem with that is when I went into the "18397" folder and to insert into the "user" folder I don't have a user folder? Only a pub folder. Please help!

Dss0 I was talking about for the perks. When you get down you keep every perk and get more points with snipers. I use to use it until I reset my pc and now I don't have the user folder??

uniqorn just go into the game, access the plutonium console, and then write “unlockall” and then you unlocked everything, if not, i dont see what your problem is

why cant you do it yourself? i mean some players do it themselfs.
