My friend's plutonium launcher is not working. He already installed direct x and .net framework and vcredist. Not sure why this is happening since it works for me and my other friend. When he tries to launch the .exe nothing happens. He tried running it as admin and nothing happened either.

LethalCut which version of windows is he on? Which antivirus software does he use? Would be better if he posted here instead of you tbh.

Dss0 he's on windows 10 and he says he might not have an anti virus since there is no windows defender and he doesn't have any third party anti virus.

LethalCut Well defender is active by default if no other av is installed so.
Tell him to try following this guide https://streamable.com/5giauo and additionally excluding the launcher itself (plutonium.exe) from scanning. Also on newer versions of windows the desktop and personal folders are synced with onedrive, if the game is located there it can cause issues. So moving the game folder (including the launcher) to C:\Games would be better.
If it still doesn't work pls tell him to do the following:

                      • Open start menu and search for "winver"
                      • Open winver
                      • Screenshot the window that pops up and post the screenshot here
