If you and other people can direct connect to it via your external ip then that is just a bug of t6, some people don't see all servers.
Chances are your antivirus deleted it, in that case use google to find instructions on how to exclude a folder from scanning in your antivirus software (whichever one you use) and exclude the bo2 folder. Then run piry again to reaquire the file.
You have to forward the port via your router's web interface otherwise it won't work.

You followed this guide https://forum.plutonium.pw/topic/579/windows-plutoiw5-dedicated-server-guide ? Make sure the path to your plutonium bootstrapper exe is correct (if you followed the guide it's in the /bin/ subfolder in the folder your StartServer.bat is in).
You can try opening a command window and running it through that, that way you might see an error message that tells us more of what is actually going on. Hold shift and right click on an empty space in the folder the batch file is in and click "open powershell window here", execute
.\StartServer.bat
You should have a redist folder in your bo2 folder, install everything that's in there.
Saitama Those servers prolly have reserved slots for admins. Server owners can set that up.

You need to select the folder that contains t6rmp.exe and the t6r folder, do not select the t6r folder itself.
You won't see t6rmp.exe in the folder selection window.

There is also a client for mw2, IW4x.
Pluto's objective was never to offer a way to play cod multiplayer for free so you will never see a client for a game that already has dedicated servers and mod support from us (bo3 for example). We'll also not waste time on a game like aw. Just save some money for a key from a keystore, they are honestly not that expensive.
There is no matchmaking in plutonium, join a server via the server browser.
