moopile you're probably either using files from another source or you're starting the program through some like a third party program or a script.

If your game files aren't from the official install guide then delete everything and follow the install. We won't provide support for third party broken files.

If your goal is just getting the perk in singeplayer maybe there is a mod menu that would allow you yo give yourself the perk (and then you could just remove 3000 points or whatever the cost is)

Bossman Steam should say that you're playing Plutonium if Steam is up and running before you start the game through the launcher.

For playtime it might be possible since I saw people say they had it but I'm really unsure, I would say no. For achievements I'm almost sure you cannot unlock BO2 achievements with Plutonium but I'm not a Plutonium dev so you should wait for an official answer.
