I'm confused by what you mean. You get your IW5 game files through steam I'm pretty sure. If you mean bo2 then that's different.

It won't. The reason being it's not necessary. bo3 has servers already and an amazing mod tools section on the steam workshop itself. It just wouldn't make sense.

Bo2 doesn't have that option yet. Only MW3

Plutonium does not use T6rmp. You require to launch through the launcher.

Your game files are in Documents. You should put them in C:\Games\Call of Duty Black Ops II

If you read FAQ you would know you require DirectX 9

There might be something wrong with your map rotation in your config.

Maybe you have an adblocker potentially? The download might be considered a pop up

Screenshot your game files and make sure your launcher is up to date as well.
