You need to have an active internet connection to get through the launcher, once you get in or launch it through lan mode, you can turn off your internet. Proper offline support is planned, no ETA though.

When you download what? The game files don't come with the client files, they're downloaded and stored at %localappdata%/Plutonium after you run plutonium.exe.

yea that makes no sense at all, all you have to do is select the correct folder in the launcher.

@3in1Trinity sounds like a network issue. The first thing you could try is changing your dns servers to 1.1.1.1/1.0.0.1 (https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10)
