Does plutonium run in the background? The message is pretty clear about what the issue is. Can you use a 3rd party tool to look up which process has a lock on the file?

@ENXHS You need to buy the DLCs from Steam. Pretty simple logic. No game no play, no DLC buy no DLC maps.
