That is not a path where steam would download a game. Of course you won't find it there.

Your pirated copy came with outdated files. Your plutonium.exe is way to old.

What kind of ban? Anticheat, server or Discord?

This usually indicates a connection issue. Check that nothing is blocking the updater's connection, like your Antivirus or your ISP, try a VPN and see if that works.
