Try installing this http://go.microsoft.com/fwlink/?linkid=863262 What antivirus do you use? Add the launcher to your AVs exclusions. If you're using defender, here's an example and try running Pluto as admin again.

Do what Maverick said above, if you don't know how to add a file to exclusions, refer to this. Also try deleting %localappdata%/Plutonium and run the launcher as admin again.

@Gabspro10 well you could also just try moving all files from C:\Games\pluto_t6_full_game\pluto_t6_full_game into C:\Games\pluto_t6_full_game

Can you screenshot the path where you located plutonium and the path pointed by the launcher? (you can see the second one by opening plutonium.exe, click on the game you want to play and near the "play" button, there's a settings icon)

@Skrrt72003 if you're on win 8 you won't be able to play pluto. If you're on win 8.1 you can try installing this http://go.microsoft.com/fwlink/?LinkId=863276

See if there's any pluto related process running in the background, if yes, end them. Or just restart your PC, does the same thing.

Try verifying integrity of files through steam. Can you screenshot your bo2 folder and game settings of the launcher just so I could double check?

What AV do you use? If its defender, try following this or of if it's some trash AV like McAfee, avast, etc I'd suggest uninstalling it. If this doesn't fix it, try installing the redists and dxsetup.exe inside the directx folder, in the redist folder provided with the basegame.
