You could do 1.1.1.1 , something on your side is blocking Plutonium, try checking for any 3rd party firewalls which may do so. Is your windows date/time synced?

@Dss0 tried that and it did nothing at all

the game runs fine but every 20 secs i get an extreme fps drop and it pisses me off ive never experienced this on tekno or plutoniom bo2 or iw4x or cod4

check your activirus and add the game to exceptions, or turn it off

@SaucyNuggs maybe your antivirus is falsely detecting the bootstrapper as a virus https://plutonium.pw/docs/antivirus/. Also make sure you have enough free space on C:, run the launcher as admin and close all software running in the background.

Thats not my anti virus. Cant i just go to the cmd and make exception for plutonium.exe
