@kyemel_person, thank you. However, I had figured out that switching my Wifi Connection to Public was what fixed the issue.

Caused due to you downloading some shitty repack for some other game and it fucking with system dlls. Where did you download BO2 from? Try running dxsetup.exe inside the directx folder, from the redist folder. If that doesn't fix it, try launching cmd as admin and writing these commands. After it's done, restart your PC. dism /online /cleanup-image /restorehealth

Is your internet decent and have you tried joining the server you have the lowest ping on and see if it shows the same error? If yes, it's definitely your HDD being too slow and unable to connect through a server within 90 secs.

Yeah but you need an active internet connection to get through the launcher though.

@_Kojil For those reading this topic, mine was instantly fixed when i changed my resolution to something bigger and then changed it back to what i had it at.

I was able to solve it, I had to download the game graphics directly from the settings, although it seems strange to me since the campaign mode ran me high

Make sure you don't have any overlays such as msi afterburner/rivatuner running in the background, quit them if you do. Also upload the dump to gdrive and post a link here.

Try writing r_fullscreen 0 and vid_restart in the bootstrapper cmd window.
