Post a screenshot of your folder, your internet probably dropped off while downloading the executables. PlutoT6 works fine under Windows 10 as it is the only OS that is used to develop it and nearly the only one used by the testers.

If you would have actually read the menu text it clearly states that it doesn't unlock everything yet...
