Could well be the cause, if you google your error you come across mentions of d3dcompiler being part of an update for .net framework that was shipped via windows update.
Besides you should always keep your system up to date..
And no you don't have to reboot your pc after installing bo2 via piry.

The guides are pretty straight forward and easy to follow, can't really explain it any better. If you still don't understand i would recommend just playing on a public server.

Try installing all windows updates.

Yes you have to set the port in the bat file (right click -> edit).
However the server will automatically listen on the next free port if 4976 is already used and i'm guessing you're running the game on the same pc? The game already uses port 4976.
If it still doesn't work check your router for a "status" page or smth that shows your WAN ip (external ip) and then compare it to the ip on this site https://www.whatsmyip.org/. If the 2 ips are NOT the same it means you're behind a cgn and you won't be able to host servers.

Try changing your dns servers to:
primary: 1.1.1.1
secondard: 1.0.0.1

Port forwarding looks fine, maybe the issue is that you're running server + game from the same folder.
Try creating a separate folder for the server, there is also a slimmed down version of the game for use as a server only if you wanna use that (1.9GB).

You also need to allow udp traffic btw.

I see 113 servers with 67 players atm.
Only one tdm server tho, rest is trickshot/sniping. There will be more players later, currently noon in the eu and most ppl are at work/school.

Does it display an error message or tell you what's wrong? we need that message. Just post a screenshot of the launcher when it fails.

It deletes plutonium? What exactly does it delete?
Check your antivirus if it quarantined any files and if yes exclude the affected file/folder from scanning.

It won't cause any issues with screen recording software.
ram errors are very unlikely to happen unless you massively oc'ed your ram or it's actually broken but in that case you will probably experience issues before you can even launch the game. could potentially cause a detection but only if the error happens in the part of the memory allocated to the game but that makes it even more unlikely to happen.

No, manually putting missing dlls from dubious sources into your game folder is not a good idea.
So if i understand correctly you're still having this issue after installing dx9?
Try updating the driver for your graphics card.
