As Infamous said, the only way something can happen is if the server owner cooperates and bans the player.

Swipey I'd assume for H3X1C to find out what's causing the issue, upload the latest crashdump to PasteBin.

Hey! Currently experiencing heartbeat errors aswell, even though, they're not the same as OP had.
My error looks like the following:

Sending heartbeat...
Could not send heartbeat to nix! Error was: [json.exception.parse_error.101] parse error at line 1, column 1: syntax error while parsing value - invalid literal; last read: '<'

The server ran just fine before, I was able to join it and whatnot. I haven't changed anything in the config ever since.

EDIT: Resolved itself, just had to update the plutonium binaries, didn't realize the latest update.

You should be able to run a server off a 1vCore + 1Gb Ram quite easily, however I would recommend at least 2vCores + 2GB Ram. I would also advise against using a UI as this takes up resources for no reason.

I assume my server will run smooth like butter then, as I'm running it off of a Ryzen 5 3600 with 64GB RAM.
Glad to see that it will run just fine on such small specs though.

Is port 27016 being used already, perhaps?
Run this command:

sudo netstat -tulpn | grep :27016
