I've tried IW4Madmin on WAW Zombies too and it simply just does not work for me. Maybe something will happen in the future to fix it though.

It won't. The reason being it's not necessary. bo3 has servers already and an amazing mod tools section on the steam workshop itself. It just wouldn't make sense.
