I think the guide makes it pretty simple. Get the files, set the server keys and configs to your liking, port forward, and launch.

It says the launcher is being used by another process. Maybe check task manager or restart your pc.

piry.exe is disabled and you require to use the torrent in order to download the game files. plutonium.exe is simply the launcher now needed to launch the games.

Are there any error codes?

If the file size is 0 kb then it will obviously not run. Have you attempted to download plutonium.exe again?

You might just be missing files. Did you get your game files from the torrent?
