@lww64 depends on what you mean by "this". The launcher? no. The torrent aka game files well depends on your ISP but some do do that. If yours is known to do that use a vpn or buy the game on steam.

No, Windows 7 is not supported and running an outdated OS like this you have much bigger issues than not being able to play a game.

@Lukk111 telling you, it's your antivirus. plutonium-bootstrapper-win32.exe is flagged by most av software (false positive). that's why the launcher has trouble downloading it because your av software instantly flags and locks (or moves) the file.

@marco785 which version of windows is that? The launcher only works on windows 8.1 (not 8.0) and win10. If you're on win8.1 you may have to install .net 4.7.2: https://dotnet.microsoft.com/download/dotnet-framework/thank-you/net472-web-installer
