I am pretty sure you need to download the 4.7 runtime version.
What operating system is this? Version?

If I had to guess you are one of the guys ignoring the guide which tells you not to pin the launcher. And you are starting the launcher directly which causes you to not get any updates at all, running into that error.
Start plutonium.exe instead of starting the launcher directly.

i added the app in the exclusions in windows defender and i have tried opening it with the anti virus disabled

Means your path contains special characters or non english characters such as é

Like every other person that got that error, stop starting the launcher by hand and use the updater like mentioned in the docs.

Start the updater (plutonium.exe) not the launcher.
