Some DX hooking app/overlay is running in the background which isn't allowing the game to launch. Examples could be afterburner/rivatuner, avermedia software, etc. Just quit all unnecessary apps in the background if you aren't sure which app to close.

Yeah, Yesterday me and my friend download the game. If we play seperatly game works perfect but when we play together on lan game the player which is not host one sees the lag. We check on tab ping is 20-35 around but the game pulls back the player like ping 9999. If someone knows the solution please help us.

Try https://plutonium.pw/docs/repair/ and https://plutonium.pw/docs/antivirus and also https://github.com/ChxseH/Redist-Installer/releases/download/latest/Redist-Installer.bat If that doesn't work then it could be that you have a software with an overlay that crashes the game, or you're using ReShade so uninstall that or one of your PC plugged in device is crashing the game (VR headset, controller, other monitors etc.) If none of this work then reply with your antivirus name and upload the crashdump as it says on your error. Upload to another website like Google Drive and send the link. But first try everything I mentioned above
