Ask him to run the AIO runtime tool (https://www.computerbase.de/downloads/systemtools/all-in-one-runtimes/) and restart his PC. If that doesn't work, try launching CMD as admin and typing this-
dism /online /cleanup-image /restorehealth
.Once its done, restart your PC. Also make sure he downloaded bo2 from our forum/docs and not some other 3rd party repacks site.

If he added Pluto to exclusions and ran the runtimes tool, he shouldn't be having that issue anymore. You didn't follow the instructions correctly.
