Yes you can very easily do that with no network knowledge or anything to know really

• Follow the step 1 only from the server doc. Don't follow other steps such as step 1.2, you don't need a server key for this. Don't modify the server key in the bat file
• Edit the .bat file and change the port to anything that's not the default port, so for example 5000 then save
• Start the game
• Once the game is started you can start the server by double clicking on the bat file you edited earlier
• Go back to the game and after a few seconds (around 5) open the console and type connect localhost:5000.
  Obviously replace 5000 with the port you chose in the bat file
• For the bots part you can either manually spawn them with spawnbot 11 in the server's console (not in-game) or the recommended and best solution is to use Bot Warfare to have it automatically fill all your games with bots all the time and to allow for greater configuration. For Bot Warfare you can read this topic for MW3 but most of it is the same for BO2

Also note that since you are on a dedicated server you can easily configure rotations and use server only scripts like mapvotes script which allow you to have a semi random rotation and to vary maps and gamemodes instead of having the same rotation in the same order all the time.
For example you could use my mapvote script

NotZythe It's not out for a reason.. people work on their free time they don't just hold the release for fun. If you want it to release faster feel free to contribute or pay developers to work on it full time. Otherwise let the people who know they're doing work

The games are very old and Activision don't care about games below BO3 basically.

Plus when you see the state of the games on Steam with WaW having no online anymore and the other games being full of cheaters they should actually pay Plutonium for fixing and improving their games if you ask me.

The team is very careful about this and (this is just my opinion) I'm pretty sure the team wouldn't mind removing support for non Steam files and checking for ownership if it was ever required since getting games for free isn't the goal

Il suffit de télécharger le .zip, d'ouvrir le dossier se trouvant à l'intérieur puis de glisser tout les dossiers et fichiers du patch FR à la racine du jeu (dans le dossier du jeu directement). Pas le dossier du patch FR en lui même (nommé Plutonium XX - Patch FR) mais bien les fichiers et dossiers contenus à l'intérieur de ce dossier. Donc les dossiers zone etc
Si Windows demande de remplacer des fichiers remplace les.

Supprime auissi tout les fichiers localized_English_iw se trouvant dans le dossier main et supprime le dossier English se trouvant dans le dossier zone (du jeu)
