We don't provide support for random mod menus, especially when we don't even know where you got it and what you did

You probably have non english/special characters in your Windows username so the software is unable to read the path

Setting up a server isn't hard

I assume you're talking about private matches? Idk how mods work in private matches but I wouldn't be surprised if all players had to load the mod manually before joining. Tried it?

Easiest solution would be to reset the config

I believe deleting the players folder in %localappdata%\Plutonium\storage\iw5 while the game and the launcher are closed would do that

I highly doubt people can just run map_restart in their game's console and have the server restart/read the console

If you're actually talking about people using chat commands to send commands to the server through RCON then this has to do with some script or 3rd party app, like IW4MAdmin
If you use IW4MAdmin I would say just revert to the default config or ask for help on their Discord server

Did you try doing it on the forum?
In-launcher can be buggy sometimes

Use a separate CFG file and make sure the port is not used by another app/server too, change the port (increase by 1 for example)

Things like IW4MAdmin may have some additional requirements like having unique logs configured in the CFG
