You're probably on a laptop (which was never meant for gaming) or just have low end GPU which can't even run a decade old game like BO2 at a decent FPS. My suggestion? Buy a new GPU, anything decent from the last decade works.

Make sure no firewalls are blocking Pluto. Try restarting your router ig, restart the game a couple of times and spam click the refresh button. If they still don't show up, no clue tbh.

no you cant if your pc cant run it save up to buy at least the recommended specs for bo2

If you can upload that dump mentioned in the error message with its coordinated folder location in a google drive simply and then place the google drive file download link here, that would be great so we can see what went wrong and what the issue is so we're able to help you.
