Sounds like you don't always get the same ip and thus it breaks from time to time.

No, to keep it fair to everyone it's a fully automated process where we only change / remove bans when our system made a mistake . In this case however the mistake was clearly on your end.

Rather put your textures inside a images folder compress the folder as zip and then replace .zip with .iwd. Now you just have them place the iwd at %localappdata%\Plutonium\storage\t4\main.

Because ingame != playing on dedicated servers.

The little bits you posted look good, since port-forwarding is interacting with your ISP's provided hardware its different for everyone.

You can try to change your DNS to use Cloudflare's (1.1.1.1) or try CloudFlare WARP.
Most likely it's your ISP causing issues.
