Try changing DNS (https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10) or use a VPN. Also make sure you don't have any 3rd party firewalls/AVs blocking Pluto.

You should honestly stop downloading random dlls off the internet. Delete whatever dll you downloaded, re run piry, and select your correct bo2 folder in the game settings of the launcher. If that fixes it, good. If not, I'd suggest reinstalling windows.

Looks like you downloaded a bad repack. Don't even try to launch the camo changer, it will get you banned. Nuke that entire folder, and just keep piry and pluto in an empty folder and run piry in it. After it's done downloading stuff, launch pluto, click on game settings on the launcher and select the new folder.

Tick the "force warp" checkbox and select "11_0" from the "feature level limit" dropdown menu
hit ok and try launching the plutonium launcher .
