That's wrong, the files are created once your game is fully started when you change your settings. Screenshot the exact error message you get together with the console output and maybe we can tell you more.

Then you either did it wrong or don't even fulfill the requirements for it.

That is not supported in the current version of Plutonium, luckily this should change with the next update.

Thats something you never ever should do.
If you run into any issues or got your PC infected that's most likely why.

Very simple, buy the game and you get all languages.

That or explicitly telling the game not to use its own stats for the mod.

Thats not needed, simply copy the bat file and .cfg file, and make sure server1.bat loads server1.cfg and that server2.bat loads server2.cfg with a different port.

You got banned twice already, and the second time applies a rather long ban.
