Download this https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download extract it to any location (you can delete it afterwards) and install all redist's and directx (dxsetup.exe in the directx folder). follow this video guide https://streamable.com/5giauo. run the launcher as admin. if you use mcaffee, uninstall it.

Could you screenshot your bo2/mw3 folder and game settings of the launcher?

@kazuma did you upgrade using the windows upgrade assistant? It asks you what you want to keep and selecting "personal files and apps" can cause this behaviour. Select "keep personal files only" instead. Or just do a fresh install.. anyways i have no idea why it doesn't start on win8.1 and we don't officially support that os.

@Nido-D-Hunter Try a VPN then. Do disable it after you get in the main menu/server browser or else you won't be able to join majority of the servers since they use a 3rd party server administration tool which disallow VPNs.

Have any overlays such as msi afterburner/rivatuner running in the background? If yes, quit/disable them.

Please stick to one thread, creating multiple threads won't help you. Also that launcher is outdated, might be a permissions issue since it can't update itself when you run it. Delete the launcher, redownload it from http://cdn.plutonium.pw/updater/plutonium.exe and run it as admin.
