Resxt I ended up fixing the problem. My pc came with a free upgrade to windows 11 and I tried that as a last resort and it worked. Thanks for your assistance.

Delete any and all dlls you have manually downloaded.
Run https://git.io/redists that and reboot your PC.

Can you record a video or describe accurately what is happening exactly? Like if the icons are there in the taskbar etc

lukhazix you need to download AND run the .bat file and let it finish to install everything.
If you did then try installing these two redists from Microsoft's website instead

Not in that case as the missing dll is part of DirectX.

try to go to ur HD or the place that u downloaded plutonium files and delete it, restart ur pc and download again, reply this after the process and tell me if it worked.
