Based on the error code, it is because you are trying to run the game from your Desktop. Please move it to a different directory, preferably something like C:\Games\pluto_t6_full_game.

What apps do you have running in the background? Could you screenshot them? Also try quitting CPUID or any overlay apps running in the background.

@Zyrox764 For plutonium to work you need windows 10 version 1607 or later Make sure your launcher is the latest version (you can check that by looking at the filesize, latest one is 4123KB), if it's not download it from here: https://cdn.plutonium.pw/updater/plutonium.exe. Download this https://drive.google.com/u/0/uc?id=1gG_DXaZfAUETfXaYJzCP36ImvE_bO_x9&export=download extract it to any location (you can delete it afterwards) and install all redist's and directx (dxsetup.exe in the directx folder). follow this video guide https://streamable.com/5giauo. run the launcher as admin. if you use mcaffee, uninstall it.

@kazuma did you upgrade using the windows upgrade assistant? It asks you what you want to keep and selecting "personal files and apps" can cause this behaviour. Select "keep personal files only" instead. Or just do a fresh install.. anyways i have no idea why it doesn't start on win8.1 and we don't officially support that os.

@Nido-D-Hunter Try a VPN then. Do disable it after you get in the main menu/server browser or else you won't be able to join majority of the servers since they use a 3rd party server administration tool which disallow VPNs.
